Bush said it as much, during one of his press conferences, after he reversed directions and started his little adventure in Iraq, that he wasn't that concerned where Bin Ladin was. I would bet you that if he, as Commander-in-Chief, had stayed committed to capturing Bin Ladin they would have caught him. But he was worth more alive as a straw dog of fear. And of course there was Iraq where there was a lot of money to be made. Bush deserves no credit.
